With the appointment of the next Minister of Culture, Sports and Tourism reportedly imminent, Starya Hee-seung Sung, who has extensive experience spanning both the art world and cultural policy, is drawing public attention as a leading candidate for the post.

She has also been mentioned as a possible candidate to chair the proposed National Committee for Cultural Power, which is currently under discussion.

Sung has established her standing as an international artist through more than 120 exhibitions in Korea and abroad.

In particular, her exhibitions at the Louvre Museum in France and the Museo Nacional Centro de Arte Reina Sofía in Spain, as well as her receipt of Saatchi Art’s “Artist of the Year Award,” have been cited as evidence of her artistic achievements.

She has also been recognized for her expertise in international cultural cooperation, having previously been selected as a finalist for the position of Secretary-General of the Korean National Commission for UNESCO under the previous administration.

Beyond her artistic practice, Sung founded the Solidarity K-Art and has taken an active role in advocating for the rights of visual artists and improvements to laws and institutional systems aimed at ensuring greater fairness within the art ecosystem.

During the most recent presidential election, she also served as Chair of Interactive Star within the K-Cultural Power Committee and as Head of the Culture and Arts Division of presidential candidate Lee Jae Myung’s Special Advisory Group, becoming deeply involved in the development of arts-related policies and building experience in the policy sphere.

Her academic background, which includes completing PhD coursework in Creative and Cultural Entrepreneurship and Cultural Policy at Goldsmiths, University of London, reflects a broad perspective encompassing theory and practice as well as art and policy.

A ruling-party official said, “The Minister of Culture should be someone capable of working across both domestic policy and the international arena,” adding, “Although Starya Hee-seung Sung comes from an artistic background, she has demonstrated outstanding abilities in cultural policy, organizational management, and external cooperation.”

In particular, expectations have been raised that if Sung were to establish a two-pronged “art + administration” leadership structure with former Gyeonggi Arts Center President Lee Woo-jong, who has been mentioned as a possible First Vice Minister of Culture, Sports and Tourism, the combination could generate considerable synergy in advancing the qualitative development of K-culture and strengthening international cultural policy networks.

The proposed establishment of an Institute for Basic Arts Education and Research, which Sung has advocated, has also been suggested as a potential future policy initiative of the Ministry of Culture, Sports and Tourism.
